Member input has driven the development of the Master Plan from day one. From survey data, to casual conversations in the hall, all of this feedback has been considered throughout the master planning process.
Member survey data was gathered through two Shareholder surveys. The first survey was conducted in Fall 2024 to understand Member preference and needs around the potential renovation and expansion of the Club’s facilities. The second survey was conducted in Spring 2025 to gather feedback on an early version of the proposed Master Plan. Summaries of both Shareholder surveys can be found at future.calgarywinterclub.com.

Frame the Future was developed through a comprehensive and collaborative process, guided by data and Member input. Insights were gathered from engagement sessions, Member surveys, and discussions with both club professionals and staff. Additionally, facility usage data and the Club’s Asset Management Program were carefully analyzed to identify current challenges and future opportunities. This information has shaped a proposed plan that strives to create the best possible future and experience for our Members.

Phase 1 will take 24 months to complete once construction begins. Before construction begins, the design needs to be completed and permits issued; this is estimated to take 12 months. If permits are issued in time for construction in summer of 2026, the new locker rooms, Thermal Spa, golf simulators, and North Entrance will open in Q3 of 2028.
Phase 2, the Court Building and Fitness Expansion could go into construction as early as 2029 with a successful Member bond subscription.
Phase 2 & 3 will proceed as soon as the financing is available total allowable borrowing approved by the Membership.

The total cost of the Master Plan is $100M and is based on the Class D cost plan developed by BTY, a third party quantity surveyor.

Because the Master Plan is being built out over an extended period of time, there are significant escalation allowances built into the budget. Escalation is calculated at 4%/yr from today until the mid-point of construction for each phase.

No assessment or fee will be levied on Members to fund the Master Plan.
The Club has always funded its master plans through traditional bank financing, and this is the approach the Board is proposing for Frame the Future. The Finance Committee has developed a detailed and conservative debt servicing model to understand the Club’s ability to service debt now and into the future. It has also tested this modelling in different scenarios including reduced Membership sales and high interest rates to ensure the Club is not taking on unnecessary risk.

Management has built detailed business cases for each area impacted by the Master Plan. While an increase in operating costs is anticipated with the enhanced amenities (Pickleball, Thermal Spa, Golf Simulators) included in the Master Plan, there is also additional anticipated revenue from expanded programming and services, and as a result expect there to be very minimal impact on the dues.

The project will be closely monitored by the Board of Directors. A Construction Committee made up of four Board Members, and three ad hoc Members who are industry experts in development and construction has been formed to guide the project, to monitor progress, and advise the Board. Currently, the Construction Committee is chaired by Barb Rypien who is in her 4th year on the Board.
The Club’s Chief Executive Officer, Director of Finance, and Director of Operations are also integrated into the Committee and will attend all Construction Committee meetings. Management will actively manage the project team, including the prime consultant (architect) and sub-consultants (structural, mechanical, electrical, etc.) as well as the Construction Manager and sub-trades.

Members will be provided with comprehensive information about Frame the Future via the website future.calgarywinterclub.com, displays in the Club, and Member Engagement Sessions (both in person & online).
Member Engagement Sessions have been scheduled on the following dates:
May 26th at 10am in the Skyline Room and on Zoom
May 31st at 1pm in the Skyline Room
June 4th at 7pm in the Skyline Room
Starting May 23, 2025, Members will be able to submit proxies in advance of the Special General Meeting on June 18th at 7pm.

A Special General Meeting (SGM) of the Shareholders of the Calgary Winter Club will be held on June 18, 2025. At the meeting, the Shareholders will vote on a Special Resolution authorizing the Club to borrow funds to develop the Master Plan.
As a Special Resolution, as outlined in the Club’s Articles of Association, it requires approval from 75% of those who vote to pass. Shareholders can vote in-person at the meeting, or by completing a proxy form between May 23rd and June 17th at 5:00pm.
Proxies can be submitted to Member Services to the attention of the Board Secretary or by email to reaganh@calgarywinterclub.com.
The Shareholder Member of each Membership (the Member who has a double zero at the end of their account number) is entitled to vote. (Note: one (1) vote per Membership account). Members will receive a notice of Meeting on May 23, 2025, in advance of the June 18, 2025, SGM with all of the information needed to cast a vote.
